JOB SUMMARY:
The purpose of this classification is to administer Federal, State and local elections, to register voters, and to oversee the daily operations of the Elections office.
MAJOR DUTIES:
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
Supervises and coordinates elections within the County; locates and secures polling precincts; hires poll managers and workers for each polling site; ensures publication of legal advertisements to advertise elections; works closely with poll managers, school officials, and other individuals at poll locations; ensures legal notices are properly filed and posts; ensures adequate facilities; completes and signs legal agreements for property use.
Conducts poll worker training; ensures training for poll workers on all concepts of the electronic systems such as voting machines, procedures and processes; prepares training materials; schedules and facilitates training.
Directs voter registration activities, ballot preparation, Election Day activities, absentee voting, election reporting, and office administration; maintains various records, including processing voter registration cards, purging and updating voter lists, budget documents, etc.; verifies accuracy of entered data and makes corrections; conducts logic and accuracy testing on optical scan unit, touch screen units and express polls.
Visits polling sites on election day to ensure smooth operations; resolves any situations arising at polling places, such as campaigning conducted too close to polls or voters coming to incorrect locations; works with legislative agencies to take any action necessary to correct violations of law by candidates to voters.; oversees preparation of consolidated reports of election results/records for submission to State and Board of Elections.
Develops departmental budget and presents to County Commissioners; administers approved budget; monitors expenditures to ensure compliance with approved budget; approves all financial transactions for department.
MINIMUM QUALIFICATIONS:
High School diploma or GED; Employment history that includes supervision of others. Must obtain and maintain certification as an Elections/Registration Administrator and Georgia Elections Officer.
