General Description:
This management position is responsible for aiding the Division Director in planning, directing, coordinating, and controlling operations, activities, objectives and goals within the division to meet System and or Service needs. Supervise division operations for the distribution, collection, and flood control systems. Supervise Water Treatment or Customer Service Department plus the Operations Department personnel depending on system or service needs. Oversee multiple systems or service projects and programs. Assist in long-range planning concerning future needs and availability of water and sewer services. Supervise construction projects and administrative programs for the division. Participate in special projects and on a variety of task forces, meetings, committees, and/or training sessions. Provide oversight regarding contracts, agreements, legal and regulatory requirements, processes, procedures, systems, standards, best practices, and service offerings; ensure compliance with federal, state, and local laws, regulations, codes, and/or standards. Discuss special water and sewer service delivery problems with customers; interpret departmental policies; receive and investigate citizen complaints. Respond to requests for information and provide subject-matter-expertise/guidance to other departments, consumers, the general public, and/or other agencies. Hire, supervise, evaluate, counsel, and discipline subordinate employees. Maintain a healthy and safe working environment for division employees. Work with staff to identify trends, analyze processes and implement recommendations for improvement. Establish goals and expectations for employees. Work Experience Requirements:
•Knowledge of local, state, and federal codes, acts and policies concerning water and wastewater; water and wastewater operations, related engineering principles and safety standards; public administration, municipal accounting, budget principles and funding practices including rate systems, grants, bonds, and loans.
•Ability to understand technically complex facilities, operations, and propose short and long-term goals in order to promote effective and efficient system operation; ability to deal effectively with organizational, management, human relations, and technical subjects in applying laws, rules, and regulations; ability to use independent judgment and discretion in handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
•Skill in supervising maintenance, installation, and repairs for distribution and or collection systems; in managing multiple projects/programs; as well as developing, evaluating, recommending, and implementing programs, policies, processes, procedures, and preparing reports; skill in verbal and written communication to include interpersonal skills as applied to interaction with customers, management, employees, engineers, consultants, contractors, and the general public.
Education Requirements:
•Knowledge and level of competency commonly associated with the completion of specialized training in the water and wastewater utility industry, in addition to the basic skills typically associated with the completion of a year of college level courses in the related field.
•Possession of a State of Georgia Operators license in Water Distribution Systems or Waste Water Collection Systems, both are preferred.
•Sufficient experience to understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department. Minimum 5 years supervisory experience in water or sewer utility operation and construction.
•Must possess and maintain a valid Georgia Driver’s license. County residency required; must relocate within one year of employment.
•Must already possess or obtain National Incident Management Systems (NIMS) 100, 200, 700 and 800 within three (3) months of employment and obtain 300 and 400 when made available.
